From what I understand, you will need a one time only permit, if your use is strictly on Crown land. I think that you will still have to put a visible identity number of sorts on it though.
The rules change considerably if you simply need to cross a public road. I wonder how they will class forestry roads on crown land, I think they may be considered public. So this one time permit thing may restrict one to trail riding only, and if you want to drive a forestry road, you may have to go through the other process they are setting up.
As to three wheelers, I would think they would still be insurable, although the liabilty part may be very expensive. This would be more to cover injurys to someone if you were to lend it, as they are known for upsets/injurys, more so than the 4 wheelers..
